The EAC Certificate is the quality conformity certificate required for exports to the Eurasian Customs Union countries in order to pass through customs. This official certificate of conformity applies to five countries: Russia, Belarus, Kazakhstan, Kyrgyzstan, and Armenia. These countries are also referred to as the Customs Union. Depending on the product type, instead of the EAC Certificate, an EAC Declaration may be obtained. The EAC Certificate can be issued for a batch of products or for a period of 1, 3, or 5 years.
In 1992, the government of the Russian Federation enacted a law to “protect consumer rights,” requiring that certain products be produced according to specific standards in order to enter the markets of the country. This law has been continuously updated under the headings of “Quality and quality standards” focusing on public health and epidemiological safety. The Federal Law on “Technical Regulation” (dated December 27, 2002) imposed a strict prohibition on products from companies that do not have certificates.
The EAC Certificate was established by the decision of the Eurasian Economic Community Commission No. 293, dated December 25, 2012, and has been implemented since February 15, 2013. It serves as the modern version of the old GOST system.
Once this certificate is obtained, companies can export to the countries listed below without needing to issue a separate document:
- Russian Federation
- Kazakhstan
- Belarus
- Kyrgyzstan
- Uzbekistan
- Tajikistan
Products that fall under the scope of the EAC Certificate (also known as the EAC Certificate of Conformity) are listed in official charts. Products not covered by the EAC Certificate may require a quality certificate from each country’s own certification body.
Types of EAC Certificate
- One-Time Certificate: This is required by an importing company in Russia. The certification is issued on behalf of this company for a specific product. One-time certification applies only to the parties importing the product.
- 1-Year Mass Production EAC Certificate: This certificate is issued for a period of one year based only on sample documents, without verification at the production site. It is similar to a long-term certificate, except for the shorter duration.
- 3-5 Year EAC Mass Production Certificate: These certificates are issued for mass production and are valid for periods of 3 or 5 years. They require verification at the production site and cover the entire period of mass production, allowing products to be sold to the relevant countries during that time.
EAC Declaration
The EAC Declaration of Conformity carries the same legal effect as the EAC Certificate. However, the recipient of the declaration must be a legal entity within the boundaries of the EAC. The recipient company is responsible for the quality of the products within the Customs Union and must accept requests, complaints, and applications regarding product quality. According to EAC technical regulations, a declaration of conformity indicates that the registered organization within the Customs Union region will take responsibility for the product after it is placed on the market. Each declaration of conformity issued within the Customs Union must be registered with the approval body. The EAC Declaration is issued for a maximum period of 5 years.
